1. Scope & Applicability
Determine whether and how the European Accessibility Act applies to your organisation.
1.1 Organisational Assessment
You have determined whether your organisation falls within the scope of the European Accessibility Act (Directive 2019/882).
You have mapped which of your products and services fall within the EAA's covered categories: e-commerce, banking, telecommunications, transport, e-books, or computing hardware.
You have determined whether the micro-enterprise exemption applies (fewer than 10 employees AND turnover under €2 million). Note: this exemption only applies to service providers, not product manufacturers.
1.2 Market Assessment
You have identified which EU member states you serve, as each country has its own enforcement authority and penalty framework.
You have identified the relevant national laws implementing the EAA in each member state where you operate (e.g., BFSG in Germany, digipalvelulaki in Finland, DOS-lagen in Sweden).
1.3 Scope Definition
You have assessed which of your products and services are consumer-facing (B2C) and therefore subject to the EAA. Pure B2B services are generally outside scope.
If applicable, you have conducted and documented a disproportionate burden assessment (Article 14) for any requirements that would fundamentally alter your product or service.

What is an EAA compliance checklist?
An EAA compliance checklist is a structured assessment tool for organisations subject to the European Accessibility Act (Directive 2019/882). Unlike a WCAG checklist that focuses on technical success criteria, this tool covers the organisational steps required to demonstrate EAA conformity: determining scope, meeting technical requirements, maintaining documentation, and establishing ongoing monitoring and operational processes.
How to use this checklist
Work through each category: start with Scope & Applicability to determine if and how the EAA affects your organisation, then assess your Technical Requirements, review your Documentation & Compliance status, and finally evaluate your Monitoring & Operations processes. Mark each requirement as met, not met, or not assessed.
This checklist is designed for cross-functional use. Legal teams can assess scope and documentation. IT teams can evaluate technical requirements and monitoring. EAA compliance and WCAG
